The Regional Academy of Education and Training (AREF) is a public institution in charge of the management and development of the regional education system, in accordance with Law No. 07-00 promulgated by the Dahir No. 1.00.203 of 19 May 2000 establishing the Regional Academies for Education and Training.
AREFs have legal personality and financial autonomy. There are 12 AREFs with one AREF per region. Administered by a council and managed by a director, each Academy is responsible, within the limits of its territorial jurisdiction, for implementing the educational and training policy, taking into account the priorities and national objectives established by the supervisory authority.
The missions of AREF are:
- To elaborate a development project of the Academy, in accordance with the national orientations and objectives and to integrate, in pedagogical subjects, the specificities and the socio-economic, regional and cultural data including Amazigh
- Establish, in coordination with the parties concerned and in consultation with the local authorities and the regional vocational training delegations, regional forecast educational maps
- Ensure the development of the regional school map and the networking of educational and vocational training institutions;
- Contribute to the definition of youth’s vocational training needs;
- Establish and develop initial technical training for professional purpose under school status as well as vocational training in apprenticeship or work-linked training;
- Establish the multi-annual planning program for investments related to institutions;
- Define or monitor annual construction, extension, major repairs and equipment operations;
- Ensure on-site control, the state of the establishments, the quality of their maintenance and the availability of the necessary means of work;
- Exercise the powers delegated to it by the governmental authority supervising the management of human resources
- Supervise educational research at the provincial and local level, as well as examinations and assessment of learning;
- Undertake any partnership action with regional administrative, economic, social or cultural organizations and institutions;
- To elaborate any study related to education and training, to supervise the publishing of regional educational documentation;
- Develop and implement the policy of continuing education for teaching and administrative staff;
- Issue authorizations for the opening, extension or modification of private preschool and school establishments;
- Present to the concerned government authorities any recommendations regarding issues that go beyond the regional framework;
- Provide services in all areas of education and training.
Each AREF brings together several provincial directorates. Constituting the provincial services of the AREFs, the provincial delegations are managed by delegates whose missions consist of:
- Develop the provincial development plan for preschool, elementary and secondary education;
- Prepare the school map at the provincial level and establish the programming of the needs of the province and the prefecture in school buildings and equipment and in human and financial resources;
- Represent the provincial service to any natural or legal person at the provincial or prefecture level;
- Supervise all administrative services and educational and training institutions within the territorial jurisdiction of the provincial service.
AREF’s membership of the advanced regionalization project and the new configuration of these entities have given them broader powers.
