The National Center for Scientific and Technical Research (CNRST) is a public institution with legal personality and financial autonomy, governed by the provisions of Act No. 80-00 promulgated on 1 August 2001. The Centre is placed under the supervision of the State. It is also subject to the State financial supervision applicable to public establishments under the legislation in force.
Within the framework of government policy, the CNRST is an operator whose mission is the promotion, development and enhancement of scientific research, in accordance with the cultural, economic and social needs of the country and in liaison with public and private bodies pursuing the same objectives.
To this end, CNRST is responsible for :
- implementing research and technological development programmes within the framework of the choices and priorities set by the supervising government authority;
- contributing to the dissemination of scientific and technical information, to the publication of research work and to ensure technology watch activities;
- contributing to the strengthening of the national research infrastructure;
- providing services for the benefit of research operators and to contribute to the valorisation and transfer of research results;
- establishing agreements or contracts of association, within the framework of research or service activities, with public or private research establishments and organisations;
- creating synergies between the various research teams working on priority themes (networks, centres of competence);
- evaluating and monitoring all research or service activities in which it is involved;
- at the request of the public authorities, to carry out all missions related to its areas of expertise;
- contributing to the action carried out towards Moroccan researchers living abroad with a view to involving them in the national effort in the field of scientific research.
Within the framework of the missions assigned to it and its research programs, the center is authorized to sign conventions and cooperation agreements with foreign organizations pursuing the same objectives.
